He was born in 1973 in Leningrad. In 1996 he graduated from St. Petersburg State Electrical Engineering University, the Faculty of Automation and Computer Science. In 1996 as well he received the MBA degree at the “LETI - Lovanium” business school.
After graduation he worked with PeterStar, where he was gradually promoted from a PBX Engineer to the Head of the R&D Department.
In 2000 he was appointed Deputy Director of a subdivision of Telecominvest JSC, which was in charge of fixed-line telephony.
In August 2003 he was appointed General Director of Neva Line JSC.
In September 2004 he was appointed General Director of Petersburg Transit Telecom.
In April 2006 he was appointed Deputy Director of the Department in charge of the state policy in information and communication technologies (DICT), part of the Ministry of Communications and Information Technology.
From June 2006 to June 2008 he headed the DICT Department of the Ministry of Communications and Information Technology.
In September 2008 he was appointed CEO of PeterStar JSC. Starting in June 2010 he simultaneously worked as First Deputy Director of Northwestern Branch of MegaFon in charge of fixed-line telephony.
In December 2010 he was appointed General Director of MTT JSC.
In April 2013 he was appointed General Director of MTT Group. Currently he heads both MTT JSC and MTT Group.
