Tender award is given to the bidder whose offer (bid) complies with all the requirements specified in the tender documents and contains the best conditions.
MTT organizes closed* tendering procedures for product supply, service provision and work fulfilment.
A closed tendering is one of the basic competitive procurement procedures.
The customer only invites certain suppliers to participate in the tendering and does not publish the invitation.
The tendering procedures are held directly by the customer without using third-party intermediaries. Tender documents serve as the basis for the tendering. The tender documents contain tender terms and conditions, procurement and supplier qualification requirements as well as tender award criteria.
Information about the results of closed tendering is distributed among the bidders and is not published.
In the most cases closed tendering is performed within a single stage; however, two-stage tendering procedures also take place. At the first stage, suppliers only submit technical offers without indicating prices. The customer may hold discussions with any participants; following the first stage tender documents may be changed and amended. Supplier bids that are not in compliance with qualification requirements are declined. At the second stage, the suppliers submit a final technical proposal subject to the changes made to the tender documents as well as their price offering.
A two-stage tender usually takes place when:
- The customer needs to hold discussions with suppliers in order to determine whether or not they are capable to fulfil their contractual obligations;
- It is necessary to examine the existing offerings on the market before detailed specifications for products, work or services can be developed;
- The customer wants to purchase some type of equipment which is upgraded on an ongoing basis, so that the customer may not have all the information about the latest developments, for example, when large computer or telecom systems are purchased;
- Complex products (work, services) are purchased.
